Description

 

The LA 1 Improvement Project seeks to improve the highway infrastructure from U.S. Highway 90 at Mathews, LA to Port Fourchon/Grand Isle.  The project includes four phases.

Phase 1 and 2 include the construction of 19.3 miles of elevated highway between Golden Meadow and Port Fourchon.  Phase 1 has already been constructed with 11 miles of elevated highway open to traffic Leeville and Port Fourchon.  Phase 2 seeks to build the remaining 8.3 miles of elevated highway from Golden Meadow to Leeville.

The LA Highway 1 Improvement Project includes pre-construction, design, engineering and four phases of highway construction. Below are detailed project descriptions with costs expended and estimated costs.

Pre-Construction of Phases 1 & 2 –  COMPLETED                        $43,300,000
Phases 1 and 2 environmental clearance, preliminary engineering, rights-of-way acquisitions, and public utilities relocation complete.

Phase 1 – (Leeville to Port Fourchon) –  COMPLETED              $328,100,000
Construction of fixed-span, high-level, two-lane overpass over Bayou Lafourche at Leeville, toll facility, and associated interchanges opened July 2009.(4.4 miles)

Phase 2 – Construction of Phase 2 of the LA 1 Improvement Project – eight miles of elevated highway between Golden Meadow and the new Tomey Doucet Overpass in Leeville – is divided into Segments A,B,C, D and E.  (Click on map to the right to view larger image)

      • SEGMENT E (Leeville) – COMPLETED    $13,248,000
        Will widen existing bridge at a 90 degree curve in Leeville for 1750 feet and extend it northward by 390 feet. The widening of the intersection will accommodate a tie-in for the future elevated highway coming from Golden Meadow.
      • SEGMENTS A-D (Golden Meadow to Leeville) – $445,000,000
        Two-lane elevated highway from Golden Meadow to Leeville (8.3 miles). Divided into 4 segments (A-D) for construction. Final design for Segments A-D completed December 2018. Local funding was provided for geotechnical field work and mitigation.
      • Upgrades to existing LA 1 from Port Fourchon to Grand Isle – NOT YET FUNDED

Phase 3 – (U.S. 90 to Larose)           $340,000,000 estimate
Four-lane at-grade highway from U.S. 90 to Larose. (19.5 miles)

Phase 4 – (Additional Lanes, Golden Meadow to Fourchon)           $660,000,000 estimate
Construction of additional two lanes of elevated highway from Golden Meadow to Port Fourchon, including the Leeville Overpass, and upgrades to LA 1 from Fourchon to Grand Isle.
